English Abstract
Participation of citizens through information and communication technologies is called e-participation. E-participation can, among other things, optimize the organization of administrative processes of citizen participation, improve e-services for citizens and altogether raise mutual interaction to a new quality level. This article presents results of the KIRAS project “e-participation – authentication during democratic on-line participation”. The objective of the “e-participation” project is to provide an e-participation ecosystem which integrates technological, legal and social science frame work conditions and factors. The project results, among other things, in a model for recommendations for authentication of participants of citizen participation proceedings, a safe and scalable architecture and a prototype for implementing this architecture in a flexible and user friendly manner. The prototype supports utilization of the most varied digital identities in citizen participation and thus strengthens electronic identities which already exist. All over the course of the project the aspects of safety, data protection and private sphere have been taken into account from the beginning, both in design as well as in development, in order to result in a solution which is as safe and flexible as possible for the organizers.
German Abstract:
E-Partizipation wird die Beteiligung von BürgerInnen mittels Informations- und Kommunikationstechnologien (IKT) genannt. Mit E-Partizipation kann unter anderem die Organisation von Verwaltungsabläufen bei Bürgerbeteiligungsprozessen optimiert, E-Services für Bürgerinnen und Bürger verbessert und insgesamt die wechselseitige Interaktion auf eine neue Qualitätsstufe gehoben werden. In diesem Artikel werden Ergebnisse aus dem KIRAS Projekt ePartizipation vorgestellt. Ziel des Projektes ePartizipation ist es ein E-Partizipations-Ökosystem zu ermöglichen, dass technische, rechtliche und sozialwissenschaftliche Rahmenbedingungen und Faktoren miteinbezieht. Projektergebnisse sind unter anderem ein Modell zu Empfehlungen zur Authentifizierung von TeilnehmerInnen bei Bürgerbeteiligungsverfahren, eine sichere und skalierbare Architektur und ein Prototyp, der diese Architektur flexibel und benutzerfreundlich umsetzt. Der Prototyp unterstützt die Nutzung verschiedenster digitaler Identitäten in Bürgerbeteiligungen und stärkt damit bereits existierende elektronische Identitäten. Im gesamten Projektverlauf wurden die Aspekte Sicherheit, Datenschutz und Privatsphäre von Beginn sowohl im Design als auch in der Entwicklung beachtet, um eine möglichst sichere und flexible Lösung für OrganisatorInnen zu erstellen.
